abstract (57) [Summary] [Problem] To apply a precipitation method from a metal salt aqueous solution using an aqueous solvent that can achieve a low cost as a film forming method using a base particle material which is easy to handle, and to use an explosion-proof manufacturing apparatus. No equipment is required, temperature and humidity can be easily controlled, the overall product price can be obtained at a low price, and the multi-layer coating powder has the same high functionality as when metal particles are used as the base particles. Provided is a body and a method of manufacturing the same. SOLUTION: An oxide film is formed on the surface of the metal compound particles, and the metal compound particles having the oxide film formed thereon are reduced to metal particles coated with an antioxidant film. A metal hydroxide film or a metal oxide film is formed by a reaction of a metal salt in an aqueous solution.
