(57) [Problem] To provide a new energy storage element excellent in output density characteristics adapted to power applications, that is, an unprecedented new inexpensive electrochemical capacitor. SOLUTION: Ultra-fine particles of vanadium pentoxide are used as an electrochemical pseudo-capacitance material, wherein an organic vanadium complex is adsorbed on carbon having a large specific surface area in a highly dispersed manner by an organic vanadium solution, and then the obtained organic vanadium complex is obtained. By drying the vanadium complex-adsorbed carbon at a low temperature in an inert atmosphere, the above-mentioned vanadium pentoxide ultrafine particles are supported in a highly dispersed manner on carbon powder. |
