External installation work can be performed, and red rust (Fe 2 O 3 ) can be reduced strongly to black rust (Fe 3 O 4 ) to prevent iron rust in a short period of one to three weeks. An NMR nuclear magnetic resonance energy generator having NMR nuclear magnetic resonance energy generators (3A, 3B) is provided outside a pipe (7) through which water flows.
