Novel steroids of the formula (where R 1 is H, CH 3 or halogen; R 2 is H or CH 3 ; R 3 is free or esterified OH; R 4 is free, esterified or etherified OH; and X and Y are halogens) are prepared from the corresponding 9,11- unsubstituted #<SP>9(11)</SP>-steroids and appropriate halogenating agents or by addition of chlorine to the #<SP>1</SP>-double bond of corresponding 2-unsubstituted steroids with subsequent elimination of HCl. Products containing free hydroxy groups may be esterified or etherified and esterified and etherified hydroxy groups may be hydrolysed. In particular 17α,21-orthoesters may be prepared, and these may be hydrolysed to 17-monoesters. In these cyclic ortho-esters a carbalkoxy group may subsequently be hydrolysed to a carboxy group. The steroids of the invention are stated to possess a local anti-inflammatory effect, and they may be made up into pharmaceutical compositions with suitable carriers.
