The present invention relates to a process for controlling the flow of adaptive, semipermeable, porous barrier penetration materials, comprising the steps of: which are prone to aggregation and the at least two substances differ in solubility in said polar liquid by at least one factor of 10; and wherein the penetrating agents are capable of delivering active agent through the pores of the barrier or allowing the active agent to penetrate through the pores of the barrier, once the penetrating agents have penetrated the pores, selecting the dosage and a suitable dose of the formulation containing the penetrating agents is applied to the appropriate area of the porous barrier.
