abstract The present invention relates to a process for the preparation of 1,3-disubstituted-9-oxocyclic ureas of the general formula wherein R 1, R 2 and R 3 are independently hydrogen, amino, nitro, carboxy, mesylamino, sulfo, hydroxy, alkoxy. , alkyl, alkoxycarbonyl, hydroxyalkyl, carboxyalkyl or acyloxy; R4 is substituted or unsubstituted alkyl, alkenyl, alkynyl, alkyl acyl or heteroalkyl; and A is substituted or unsubstituted, saturated or unsaturated, straight or branched alkyl or alkenylamino; or a heterocyclic group containing at least one nitrogen atom, and R 4 is attached to this nitrogen atom. 1,3-Disubstituted-4-oxo-cyclic urea is prepared by (a) reacting a 1-substituted-4-oxo-cyclic urea with a carbon dioxide containing at least two leaving groups in the presence of a weak base and a solvent; and then (ib) condensing the adduct with an amine to 1,3-disubstituted-4-oxo-cyclic urea; and ii) recovering the product from the reaction mixture.
