abstract The ceramic layers of the varistor or capacitor are formed by providing at least two strata (24, 25) separated by a boundary layer (23) which resists grain growth thereacross. The ceramic body is sintered under temperatures sufficiently low that grain growth occurs within the strata while grain growth across the boundary is minimized.
