abstract The invention relates to a method for manufacturing a bitumen emulsion for producing layers and / or road construction and / or civil engineering coatings, comprising the following steps: i) preparing a primary bituminous binder emulsion by mixing under the effect of mechanical shear energy, an aqueous dispersant phase and a bituminous binder, in the presence of at least one emulsifier, the shear rate greater than or equal to 2.10 and less than 10 s; and ii) subjecting the primary bituminous binder emulsion resulting from the preceding step to mechanical shear energy, the shear rate being from 10 to 10 s, so as to obtain droplets of bituminous binder having a lower median diameter or equal to 3 microns dispersed in the aqueous phase.
