abstract The present invention provides a method and a tool for cutting and removing the tight portion between a sock tube and a sleeve of a lower support grid in a short time without special skill being required, and which can also be easily applied to MOX fuel. An apertured plate, each opening, in which a guide portion of a drill is to be installed, being formed at the location corresponding to each sleeve projecting from one side of the lower support grid of a fuel assembly, one face on the side opposite the fuel rods, is positioned and installed; in the drill guide portion which is configured such that the plate side of the drill guide portion has a shape and dimensions aligned with those of the opening in the plate and so the other side of the the guide portion of the drill, on the side opposite the plate, has a guide orifice whose shape and dimensions are aligned with those of the retaining portion of the cutting element of a drill, the plate side of the part the drill guide is installed in the opening in the plate; and the retaining portion of the bit cutting member is inserted into the guide hole, and the bit cutting member is in the state where it is advanced toward the rotating sleeve.
