abstract The process according to the invention provides a low halide catalyst composition having superior catalytic activity. The process comprises reacting a halophosphonitrile of the formula: (CF DRAWING IN BOPI) in which X is halogen, the values of n can vary from 0 to 6, E represents phosphorus or another element having an electronegativity of 1 to 2 on the Pauling scale, for example, aluminum, antimony, iron, and the like, and v is the valence or oxidation state for equilibrium, with a compound containing an active proton and having a pKa value of less than 18, until substantially complete formation of a catalyst composition having higher catalytic activity. Application to the polycondensation and to the redistribution of organosiloxane polymers.
