abstract A hair conditioning composition, comprising: (A) 0.01 to 10% by mass of a tertiary amine represented by the following formula (I): **Formula** (where the R1 may be the same or different and each represents a C1-3 alkyl group or a benzyl group which may be optionally substituted with a hydroxyl group, and R2 represents a straight chain or branched chain C8-36 alkyl group which may be optionally substituted with a hydroxyl group or a R3-(Y)-(Z) group, in which R3 is a C8-36 straight chain or branched chain alkyl group which may be optionally substituted with a hydroxyl group, Y is a linking group selected from an amide bond (-CONH-), an ether bond (-O-) and an ester bond (-COO-), and Z is a linking group selected from -CH2CH2CH2- and -CH2CH(OH)CH2-); (B) 0.01 to 10% by mass of a quaternary ammonium salt represented by the following formula (II): **Formula** (where R4, R5, R6 and R7 may be the same or different, representing at least one of R4, R5, R6 and R7 a straight chain or branched chain C3-36 alkyl or alkenyl group, while each of the others represents a C1-3 alkyl group or a benzyl group which may be optionally substituted with a hydroxyl group, and X represents an anion); and (C) 0.01 to 10% by mass of a higher alcohol, characterized in that: a ratio ((C)/[(A) + (B)]) between an amount of the higher alcohol (C) and an amount total ([(A) + (B)]) of the tertiary amine (A) and the quaternary ammonium salt (B) is within the range of 0.1 to 1.0; and because the composition as a whole has a pH of 7.2 or higher.
