The oil phase comprises at least one oil and at least one solubilizer; and b. The aqueous phase comprises a water-soluble polymer matrix material and an anionic surfactant, the anionic surfactant being in an amount of 0.1% to 5%, in particular between 1.0% and 5% and preferably within a range of 2% to 4 %, as a proportion of dry weight of the composition; and then make the emulsion solidify. |
