A transdermal electrotransport drug delivery device (10) having a reservoir (26, 28) containing a composition consisting of the aqueous solution of a drug or an electrolyte and a dipeptide regulator, the dipeptide regulator of a chain of polypeptides of 2 to 5 amino acids and with an isoelectric pH in which the dipeptide does not carry a net charge, the dipeptide having at least 2 pKa that are separated by no more than about 3.5 pH units, the solution having a pH that is within 1.0 pH units of the isoelectric pH. |
