The present invention relates to a composition which contains ethylenically unsaturated quaternary ammonium cations with acetate counterions, each of the ethylenically unsaturated ammonium cations containing a single non-aromatic carbon-carbon double bond and the composition containing less than one mole percent chloride with respect to quaternary ammonium cations, which can be polymerized to form a cationic polymer acetate. |
