Embodiments of the invention include devices for the release of nucleic acids and related methods. In an embodiment, the invention includes an active agent eluting coating including a polymeric matrix, a cationic carrier agent disposed with the matrix, and an active agent disposed within the matrix, the active agent including nucleic acids substantially uncomplexed with the cationic carrier agent. In an embodiment, the invention includes a method of making an implantable medical device including selecting a concentration of a cationic carrier agent corresponding to a desired elution profile, combining a matrix forming polymer, an active agent, a solvent, and the cationic carrier agent to form a coating composition having the selected concentration of the cationic carrier agent, the active agent comprising nucleic acids, and depositing the coating composition onto the surface of a substrate.
