abstract The invention concerns a filter making apparatus (1) comprising: a filter material converging device (5), a flavor element positioning device (50) comprising a passage element (10), the passage element comprising a passageway (17), a first inlet (11), a second inlet (13), and an outlet (16), the first inlet (11) and second inlet (13) being in fluid communication with the passageway (17), wherein the first inlet (11) is adapted to pass a continuous strand of material (7) into the passage element (10), wherein the second inlet (13) is adapted to pass fluid into the passage element (10), and wherein the outlet (16) is positioned at a point downstream from at least a portion of the filter material converging device (5), wherein the passage element (10) is adapted to pass through the second inlet (13) and into the filter material either the continuous strand of material (7) from the first inlet (11), or fluid from the second inlet (13), or the continuous strand of material (7) from the first inlet (11) together with fluid from the second inlet (13).
