abstract This invention provides a structure in which the size of a circuit is easily reduced and an ESD protection function can be sufficiently demonstrated. n In an insulating substrate 12, at least one of circuit elements 24 and 26 or a wiring pattern 28 and an ESD protection portion 30 is incorporated. In the ESD protection portion 30, facing portions of at least one pair of discharge electrodes are disposed in a cavity formed in the insulating substrate 12 so that the tope ends face each other. The discharge electrodes are electrically connected to the circuit elements 24 and 26 or the wiring pattern 28.
