abstract A packaging flat cover in the form of a flexible carrier laminate (1) for attachment to a foodstuff contains a transfer agent as a food additive and comprises a non-edible, non-water-soluble outer layer (2) which forms a packable carrier layer and a transfer medium-containing carrier Plant to the food certain inner layer. The inner layer consists of an edible polysaccharide-based inner film (3) which dissolves in the food under pressure-feeding conditions under food-production conditions for transferring the transfer agent to the food. The inner film (3) is made of a uniform mass, the component of which is the transfer agent and which gives the inner film (3) on its surface sides temporarily self-adhesive surface property. The self-adhesive surface on a flat side of the inner film (3) forms an adhesive which is integrated into the flat cover and forms a laminar cohesive laminate connection producing the carrier laminate (1) solely between outer layer (2) and inner film (3). One method includes the steps of making such a flat packaging wrapper.
