An illumination device (1, 100) includes a base board (2, 101), an insulator (3, 106), a conductor (4, 108), a plurality of semiconductor light-emitting elements (5, 102) and a light-transmissive sealing member (7, 105). The base board (2, 101) includes a surface (2a, 101a) and projection portions (8, 115). The projection portion (8, 115) is formed to become gradually thicker from its end toward the surface (2a, 101a) of the base board (2, 101). The insulator (3, 106) is formed on the surface (2a, 101a). The conductor (4, 108) is formed on the insulator (3, 106). The semiconductor light-emitting elements (5, 102) are mounted on the projection portions (8, 115). The semiconductor light-emitting elements (5, 102) are electrically connected to the conductor (4, 108) via connection members (25, 116).
