A device and method are provided for producing neutral electrolytic water usable in a wide range of fields and stable over long periods of time. In this invention, neutral electrolytic water is produced by an electrolysis process that applies a voltage of 1 volt to 30 volts, and current density of 5A/dm 2 to 300A/dm 2 , from a direct current or pulsed current, to a liquid for processing comprised of water and at least one type of salt selected from a group consisting of NaCl, KCl, and CaCl 2 while vibrating that liquid at an amplitude from 0.01 to 15 millimeters at a period between 10 Hertz and 200 Hertz. |
