abstract A free-atom aqueous solution producing apparatus comprises an inlet port (6) for introducing water, a dechlorinating unit (1) for producing a first water by decomposing chlorides in the introduced water, a magnetic treating unit (2) for producing a second water by applying a magnetic field to the first water, a radiation treating unit (3) for producing a third water by irradiating the second water with radiation, an ion exchanging unit (4) for producing a fourth water by ion-exchanging the third water, an electric field applying unit (5) for producing a fifth water by applying a high electric field to the fourth water, and a fifth-water outlet port (7-5) for taking out the fifth water. The apparatus can produce water having bactericidal/disinfectant actions and a strong detergency.
