abstract A charging member (1) comprising a conductive mandrel (2),na semiconductive foamed elastic layer (3) provided on thenperiphery of the mandrel, and a functional double-layernfilm (4) provided on the periphery of the semiconductivenfoamed elastic layer. The semiconductive foamednelastic layer is a layer formed by making the mandrelnand a semiconductive rubber composition standingnuncured and unfoamed pass through a crosshead die of annextruder to set the composition on the periphery of thenmandrel, followed by curing and foaming. Thensemiconductive rubber composition has a Mooneynviscosity of from 15 to 30 and having a curingnpercentage of 40% or less when the foaming pressurenreaches 50%. The functional double-layer film is andouble-layer tube (4a,4b) having a thin layer such that a tubenformed out of only the layer is hard to use forncovering. Also disclosed are a process cartridge andnan electrophotographic apparatus which have such ancharging member.
