abstract A brush (20) has a handle (22) containing a beneficial agent generator (32) and a surface application portion (30). The brush (20) typically has a stem (22) with a first end serving as a handle (22) and a second end (30) with bristles (24) associated therewith. A beneficial agent generator (32), such as an electrochemical gas generating cell that generates a fluid comprising an oxidizing agent, is encased within the stem (22) for generating an oxidizing agent, such as peroxide, ozone, oxygen, or mixtures thereof. The brush (20) may also include a battery (34) and a switch (36) associated with the stem first end (22) in electrical contact with the generator (32). When the brush (20) is used to brush teeth it will generally also include a vent or port (38) in fluid communication with the electrochemical gas generating cell (32) for venting undesired fluids, such as hydrogen gas, from the second end (30) of the toothbrush (20) at the first end of the stem (22).
