abstract A vacuum heat-insulating panel (3, 3a) is provided whichncomprises the following components: a porous core material (13)nformed from a mixture containing a plastic foam powder (6) andna plate-like filler (5) or a porous core material (13a) formednfrom a mixture containing a plastic foam powder (6) and anthermoplastic resin powder (5a); and a packaging material (12,n12a) for packaging the core material (13, 13a), wherein theninterior of the packaging material (12, 12a) is kept in anvacuum and the core material (13, 13a) maintains the shapenthereof. Rigid polyurethane foam may be used as the plasticnfoam. Mica flakes, plastic films each coated with metal thinnfilm, metal foil or the like may be used as the plate-likenfiller (5). Pulverized styrene resin may be used as thenthermoplastic resin powder (5a).
