abstract A method and apparatus for measuring total carbon is disclosed having an oxidation reactor (10) containing an electrolysis cell (20) that acts as a bielectrode. The sample stream flows into the electrolysis cell (20) and produces oxygen from the water. The organic carbon sample is combined with the oxygen and short wave ultraviolet light from mercury vapor lamps (13) to oxidize the organic carbon to CO2 and hydrogen. Total carbon sensor (102) and total inorganic carbon sensor (101) detect the carbon in the sample.
