The composition described comprises water and at least one carboxylic salt dispersed or dissolved in this water, this salt being derived from: (A) (I) at least one anhydrous or a hydrocarbyl substituted carboxylic acid, the hydrocarbyl substituent of this acid or this anhydrous having on average between 12 and about 500 carbon atoms, or (II) at least one derivative formed by the reaction of this anhydrous or this hydrocarbyl substituted carboxylic acid with a reaction agent selected from the group consisting of (a) ammonia, (b) an alcohol, (c) a primary amine, (d) a secondary amine, (e) a hydroxyamine or (f) a combination of two or more of the components of (a) to ( e), the components of (f) and reacting with the anhydrous or the hydrocarbyl-substituted carboxylic acid simultaneously or sequentially in any order; and (B) at least one amine, alkali or alkaline earth metal, or an alkaline compound or an alkaline earth metal, provided that: (i) when component (A) is anhydrous or l hydrocarbyl-substituted carboxylic acid, component (B) is other than an N- (hydroxyl-substituted hydrocarbyl) amine and / or a hydroxyl-substituted poly (hydrocarbyloxy) analog of said N- (hydroxyl-substituted hydrocarbyl) ; and (ii) when component (A) is the reaction product of the hydrocarbyl-substituted anhydride or carboxylic acid and an N- (hydroxyl-substituted hydrocarbyl) amine and / or a poly (hydrocarbyloxy analog) ) substituted by hydroxyl of said N- amine (hydroxyl-substituted hydrocarbyl), component (B) is other than an amine N- (hydroxyl-substituted hydrocarbyl) and / or a hydroxyl-substituted poly (hydrocarbyloxy) analog of said N- amine (hydroxyl-substituted hydrocarbyl).
