Method comprises adding 0.2-10 pts. of a nonion type hydrophilic surfactant to 1-90 pts. of a water soluble solvent e.g. alcohol, multivalent alcohol, ketone, adding thereto 1-90 pts. of oil e.g. silicone oil, synthetic hydrocarbon oil, ester oil to prepare an oil in soluble solvent type emulsion, and adding 95 to 5 pts. of water to 5 to 95 pts. of the resulting emulsion. The surfactant is produced by adding 15-120 mol of ethylene oxide or 1 to 30 mol of a mixt. of ethylene oxide and propyleneoxide to a hydrophilic cpd. of 8-30C. |
