A highly hydrophilic, baked antifouling coating film of the present invention is a highly hydrophilic, baked antifouling coating film to be formed on a surface of a heat exchanger, the coating film comprising alumina particles contained in an alumina sol; a water-soluble acrylic resin containing a sulfonic acid; Polyethylene glycol; and fluorine resin particles, wherein an amount of water-soluble sulfur components is 0.5 mg / moder less and a coating film amount is 0.3 to 0.8 g / m. |
