Means for Fulfillment of the Problem: The above process of integrally forming a foam product with a surface coating member comprises: a first step of preparing a carbon oxide mixed liquid material 12 by subjecting carbon monoxide C to a first material 1, the pressure medium; as the main component contains polyol, is mixed without, during the first step, a compulsory stirring is carried out; a second step, wherein the carbon oxide mixed material 12 and a second material 2 containing isocyanate as a main component are contacted and mixed with each other in a high pressure foaming agent preparing device 16, thereby providing a resultant urethane material as a liquid urethane foaming agent 15; and a third step, wherein the liquid urethane foaming agent 15 prepared in this second step is applied to the inside of a surface coating member by applying a pressure thereto.
