abstract An object of the present disclosure is to provide a fuel cell separator that has low contact resistance and excellent corrosion resistance due to a tin oxide film. One embodiment is a method of manufacturing a fuel cell separator that includes a stainless steel substrate. The method includes forming the tin oxide film on a surface of the stainless steel substrate; and binding phosphoric acid or phosphate to at least one defect portion in the tin oxide film.
