A fuel cell includes an ionically conductive membrane having a first side and a second side. The ionically conductive membrane typically has a sufficient amount of a stabilizing agent and platinum to inhibit the loss of fluoride from the ionically conductive membrane as compared to an ionically conductive membrane having the same structure except for the presence of cerium ions. |
