The present invention relates to a gel mat and a method for producing the same. The object of the invention is to provide a gel mat which can be produced easily and inexpensively, which offers great reliability and is not rendered unusable when pierced or pressurized, and to provide a method for producing such a gel mat. The gel mat comprises a hermetically sealed bag formed by two layers of sheet material filled with gel flakes. The method of making the gel mat includes steps of preparing the material, forming a pocket, pouring in a monomer solution, heating for solidification, and testing and packaging. The present invention uses a gel in place of conventionally used water to provide a flock gel mat within a bag, wherein the gel is a colloid obtained by polymerizing the organic substances and wherein about 70% of the gel is water-formed the gel mat has extremely good endothermic properties. In addition, unlike water, the gel has no flowability, so it can be stably used even if the bag is pierced or broken by a sharp object because it does not cause any leakage.
