According to the invention, the object is achieved by thoroughly dry mixing a dry mixture of suspension-type PTFE crude polymer with 1.5% to 12.5% highly functionalized PTFE crude polymer and a finely divided pore former in the ratio by volume of 1: 5 to 5: 1.
