A system according to Claim 1, characterized in that said bleaching composition has a viscosity of between about 200,000 centipoise and about 600,000 centipoise. 5. A system according to Claim 1, characterized in that said bleaching composition comprises between about 1 and about 80% by weight of said hydrophobic polymer carrier. 6. A system according to Claim 1, characterized in that said hydrophobic polymer of said carrier comprises a siloxane. 7. A system according to Claim 1, characterized in that said hydrophobic polymer of said carrier comprises a silicone resin. 12. A system according to Claim 1, characterized in that said bleaching composition additionally comprises an agent for improving adhesion in an amount from about 0.1 to about 20% by weight of the bleaching composition.15.- A system of according to Claim 1, characterized in that said bleaching composition comprises between about 1 and about 80% by weight of said hydrophobic carrier, between about 0.5 and about 50% by weight of said bleaching agent, between about 0 and about 20% in weight of an agent to improve adhesion, between about 0 and about 50% by weight of a non-ionic surfactant, between about 0 and about 1% by weight of a flavoring agent, and between about 0 and about 10% by weight of other components.
