The method may further include selectively etching a first portion of the insulating layer to expose a portion of the conductive layer, which includes a first pattern corresponding to the first portion of the mask layer. The method may further include removing a second portion of the mask layer to expose a second portion of the insulating layer, which includes the second portion of the mask layerSecond pattern and surface energy lower than 40mJ/m 2 . In another embodiment, a liquid lens may include an interface forming a lens between a polarized liquid and a non-polarized liquid disposed within a chamber. The interface may have a surface energy of less than 40mJ/m 2 The surfaces of the insulating layers of (a) intersect.
