Compared with an existing device, the system has the advantages that flue exhaust gas is desulfurized and denitrified under the low-temperature working condition without the additional arrangement of a heating system, and the consumption of energy is reduced; the coke serving as a main catalyst for desulfurization and denitration is available from a coking plant and has a sufficient source, abandonment losses are avoided, the waste gas of the coke oven flue can be effectively abated and comprehensively utilized.
