The novel device is provided with a naked optical fiber arranged on the surface of the insulator of the electric transmission and transformation equipment; two single mode fibers which are connected with the naked optical fiber into a whole are respectively arranged at the two ends of the naked optical fiber; the lower ends of the single mode fibers arranged at the two ends of the naked optical fiber are respectively connected with a light flange seat; the device is also provided with a vehicle measuring instrument which is internally provided with a single longitudinal mode laser and a photoelectric converter with an amplification function; the photoelectric converter with the amplification function is connected with a collector which is connected with a computer. The novel device has the beneficial effects that the device is small in volume, passive and free from an electronic component and a discharge end, does not influence the electromagnetic distribution of a transmission conductor, is capable of resisting strong electromagnetic interference, and is low in cost; measurement density is easily increased, so that a distributed measurement way can be formed; after the device for measuring the salt deposit density on the surface of the insulator of the electric transmission and transformation equipment in an online way is adopted, the accident of power grid pollution flashover caused by environmental pollution can be avoided.
