According to the production device, condensers and re-boilers are arranged at the tower top and the tower bottom of an impurity removing tower and an ethanol product tower; an outlet of a reactor is connected with an inlet of a cooler; the outlet of the cooler is connected with a gas-liquid separator; a gas-phase outlet of the gas-liquid separator is connected with a pressure swing adsorption unit and the outlet is connected with a hydrogen compressor; the outlet of the hydrogen compressor is connected with a hydrogen feeding part of the reactor; a liquid-phase outlet of the gas-liquid separator is connected with a feeding opening of the impurity removing tower; a discharging part of the tower bottom of the impurity removing tower is connected with the feeding part of the ethanol product tower. The reactor adopts a tubular type reactor; the reactor is internally filled with a copper-based catalyst. The production device for preparing the ethanol by hydrogenating the methyl acetate has the advantages that the removal of carbon monoxide which is harmful to the catalyst in circulating hydrogen is sufficiently considered; the separation of byproducts is realized, the efficient conversion of raw materials is guaranteed and the circulating utilization of the raw materials is guaranteed; ester impurities are removed by subsequent azeotropes and a high-purity product is obtained by separating methanol from the ethanol.
