The device comprises an evaporator, a catalyst recovery tank, an indirect heat exchanger, a vacuum pump and a PC storage tank, and is characterized in that the evaporator is communicated with a reactor; an air exhaust port of the evaporator is communicated with a light-component separator; the light-component separator consists of a vertical cylinder, a packing layer, a distributor and a vertical heat exchange tube core; the packing layer is arranged in the middle of the cylinder; a plurality of layers of corrugated screens are arranged in the packing layer; a sprayer is suspended over the packing layer; the vertical heat exchange tube core is fixed in a necking cylinder on the upper part of the cylinder; an air inlet is formed in the lower cylinder wall of the packing layer, and a liquid discharging pipe is arranged on the lower cylinder wall of the packing layer; an air exhaust port in a top cover of the cylinder is in pipeline communication with the vacuum pump; the liquid discharging pipe is communicated with a circulating pump; a pipe orifice of a three-way joint at a liquid discharging hole of the circulating pump is communicated with a liquid inlet of the distributor through a circulating valve, and another pipe orifice of the three-way joint is in pipeline communication with the indirect heat exchanger through a release valve; the indirect heat exchanger is communicated with the PC storage tank. Rectification is not needed, mass and heat are transferred cyclically, and the yield of a product PC is greater than 99 percent.
