The invention relates to a high-strength and toughness reinforcing core and a manufacturing process thereof, belonging to the technical field of electric power transmission. The reinforcing core is formed by extruding and curing a composite resin with modified aramid resin as the matrix and a steel mesh skeleton. The steel mesh skeleton plays a role in shaping, and at the same time, the woven mesh has a certain deformation ability. High strength, and the phosphorus-containing group grafted on its side chain has a strong chelating effect with the steel mesh skeleton, which tightly connects the resin and the steel mesh skeleton, and is not easy to fall off under the action of external force, ensuring that the overall strength is hardly affected. After testing, the overall tensile strength reached more than 1900MPa, the elongation at break was 8.76‑9.03%, and the weight per unit length was 1196.7‑1215.4kg/km.
