The invention discloses a method and a catalyst for selective nitro reduction hydrogenation reaction using a micro-packed bed. The method includes the following steps: (1) mixing the reaction substrate and the reaction solvent to prepare a raw material liquid; (2) passing the raw material liquid and hydrogen into a microreactor for reaction, and the reaction tube of the microreactor is filled with a modified catalyst The modified catalyst includes catalyst active components, catalyst assistants and catalyst supports; the catalyst active components are selected from one or more of Pd, Ru and Pt; the catalyst assistants are selected from Fe, Cu One or more of Ni, Co; the catalyst carrier is activated carbon; (3) the gas-liquid mixture obtained after the reaction is subjected to gas-liquid separation and purification to obtain a reaction product.
