The anti-scattering agent, wherein the raw materials include: 1-7 parts of styrene-butadiene-styrene copolymer, 1-3 parts of ethylene-vinyl acetate copolymer, 3-9 parts of resin, 1-4 parts of alkyl ammonium chloride parts, and 1 to 3 parts of nitrogen-containing aromatic compounds. The anti-scattering flame-retardant asphalt mixture, in parts by mass, comprises: 93-96 parts of graded stone, 3-7 parts of petroleum asphalt, 6-20 parts of flame retardant, and 1-4 parts of the anti-scattering agent. The anti-scattering flame-retardant asphalt mixture of the invention not only has the flame retardant effect, but also has strong anti-scattering ability.
