The waste gas is treated; the risk management and control system is set at the boundary of the polluted site to prevent and control the migration of pollution within the polluted site. The present invention simultaneously includes a pollution elimination system and a risk management and control system, which can be combined with the pollution conditions of different organochlorine pesticide contaminated sites and the actual land use requirements to perform flexible multi-level combinations to achieve risk control and safe utilization of various organochlorine pesticide-contaminated soils.
