The system comprises a low-temperature phase-change heat storage unit, a chemical reaction upgrading unit and a medium-temperature phase-change heat storage unit which are sequentially connected; the low-temperature phase-change heat storage unit absorbs heat of a low-grade heat source through a heat exchange fluid L and then transmits the heat to the chemical reaction upgrading unit, the chemical reaction upgrading unit uses the heat-absorbed heat exchange fluid L as a reaction substance to upgrade and increase enthalpy, and the heat after upgrading and increasing enthalpy is transmitted to the medium-temperature phase-change heat storage unit in a gas phase form to be stored. The invention combines phase change heat storage with thermochemical heat storage, provides a waste heat resource phase change storage and thermochemical reaction upgrading integrated echelon recycling system, is simple and convenient, and can efficiently realize effective utilization of low-temperature waste heat.
