The method comprises the following steps: adsorbing a bimetallic complex solution obtained by mixing two transition metal precursors and an organic ligand solution by using high-molecular polymer foam, and then carrying out multi-step annealing treatment on the bimetallic complex solution in an inert atmosphere.
