The present invention relates to a silicone rubber capable of bonding with fluororubber, and a rubber composite layer containing the same. The silicone rubber is obtained by kneading the following raw material composition, then heating up and kneading; the raw material composition includes raw rubber components, hydroxy silicone oil, silica, anti-yellowing agent, binding aid and anti-yellowing agent.
