The invention carries out coating modification treatment on the crushed garden waste plant aggregate, and the surface of the aggregate is coated with a wall material layer with a specific polymer, so that the precipitation and diffusion of water extract which has an inhibiting effect on hydration in the plant can be blocked or slowed down, and the hydration speed is improved; the use of the wall material with strong adaptability to a concrete system can improve the interaction between the modified plant material aggregate and the portland cement, further improve the cohesiveness of hydrated cement particles, and the synergistic use of the inorganic accelerator accelerates the hydration, so that the concrete finally obtains proper initial setting and final setting time, and the strength is improved.
