abstract The invention discloses a phase shifter and an antenna. The phase shifter comprises a first substrate and a second substrate which are oppositely arranged; at least one phase shifting unit, the phase shifting unit includes microstrip line, liquid crystal layer and grounding metal layer; the microstrip line is positioned on one side of the first substrate close to the second substrate, the grounding metal layer is positioned on one side of the second substrate close to the first substrate, and the liquid crystal layer is positioned between the first substrate and the second substrate; the phase shifter further includes a heating structure between the first substrate and the second substrate. According to the phase shifter and the antenna provided by the embodiment of the invention, the heating structure is arranged between the first substrate and the second substrate, so that the liquid crystal layer is heated when the phase shifter is in a low-temperature environment, the temperature of liquid crystal molecules in the liquid crystal layer is increased, the liquid crystal molecules in the liquid crystal layer work in a normal temperature range, the liquid crystal layer is prevented from being influenced by an external low-temperature environment, and the problems that the phase shifter is slow in response and even cannot work normally in the low-temperature environment are solved.
