Provided are a catalyst layer capable of forming a fuel cell having excellent power generation efficiency, a catalyst layer-forming liquid, and a membrane electrode assembly. The catalyst layer of the present invention comprises: a supported catalyst having a carrier including a metal oxide and a catalyst supported on the carrier, and a polymer having an ion exchange group, the polymer having a unit selected from the group consisting of unit (u11), unit (u12) ), unit (u21), and unit (u22) in the group consisting of at least one cyclic ether structure unit, the total content of the unit containing a cyclic ether structure with respect to all units contained in the polymer is 30 moles %above. |
