The flame retardant is prepared by taking trihydroxyethyl isocyanurate, different substituted sulfonyl chloride compounds and triphenylphosphine as raw materials through two-step reaction, and the obtained flame retardant has good thermal stability and excellent flame retardant effect in polycarbonate; the synthesis operation is simple, the raw material price is low, the synthesis condition is mild, and the yield is high; the introduction of halogen ions is avoided, and hectogram preparation can be carried out; the obtained PC flame-retardant composite material UL-94 can reach V-0 grade only by adding a small amount of flame retardant.
